Oil and Gas Regulatory Compliance

Your P-5 renewal is the license to operate. We make sure it never lapses.

RigKeep is an outsourced compliance desk for small operators. We handle Form P-5 Organization Report renewals, Statewide Rule 15 inactive well extensions, and default order resolution across Texas, Pennsylvania, and Colorado, so you don't lose the right to operate over paperwork.

Not a law firm. We don't replace your attorney. We handle the filings, deadlines, and paperwork so problems never reach that point.

Why this matters more than it used to

The rules around inactive wells got materially stricter in 2025. Operators who could once let an extension slide no longer can.

36% of all wells the Railroad Commission of Texas (RRC) monitors are inactive: 155,666 wells as of late 2025, each one a compliance deadline.
$1.1M+ assessed in RRC enforcement fines in a typical recent monthly Commission meeting.
$3,000 standard agreed order penalty for an oil and gas rule violation, before you count the cost of a denied renewal.
SB 1150 tightened inactive well extension rules in September 2025; HB 2663's amendments took effect December 2025.

The part most operators don't know about

If your P-5 renewal is denied over an inactive well violation, Texas Natural Resources Code §91.114 doesn't just block that entity. It can bar every person who held an ownership or control interest at the time from being listed on any other operator's P-5, for a set period. It follows the person, not just the company.

Two ways we work with you

Most operators start with a rescue, then move to the retainer so it never happens again.

One time

Rescue

$2,500 to $6,000

For operators already facing a P-5 denial, a Rule 15 default order, or a stack of overdue inactive well extensions.

  • Work your inactive well list, well by well
  • File Form W-3C (surface equipment certification) and Form W-3X (extension application)
  • Coordinate Form H-15 fluid level and pressure testing through a partner tester
  • Coordinate PE/PG certification for abeyance of plugging paths
  • Resolve the underlying default order docket
  • Get your renewal unblocked

Pricing scales with well count. Field work such as H-15 testing, PE/PG certification, plugging, and contested hearings is handled through licensed partners. We manage the paperwork and deadlines around it.

How it works

1

Free compliance check

Send us your operator number. We pull your current P-5 status, inactive well list, and any open dockets directly from the regulator's records.

2

We tell you exactly where you stand

A plain language rundown of what's due, what's overdue, and what it costs to fix. No surprises, no jargon.

3

We file it

Rescue for what's broken now, or a retainer so it's handled automatically going forward. Every filing that asserts a fact to the Commission gets a final human check before it goes in.
